[pskmail] n8et beam direction

I have just pointed the beam west so the guys in the western US can use the
server. Sometime after midnight I will point the beam back at EU so it will
be there when the band opens that way in the morning.
I have put a short testfile on the server so the ~TEST command should work
now.
