Just back from sailing and caught this message thread at the end here.
So if you've already solved this the pse excuse. But, the error message
here indicates that the selected ptt port can not be opened. Its reading
the configuration file where a ptt port is selected and trying to open
it but that fails. Could be its physically removed?
You could change the port setting or just delete the whole config file.

I called it toto.bat but got the same result
I have installed an old version of java and re-installed jpskmail but still it doesnt open
:-(

Ok, then there must be another jpskmail file or link, which is in the
path of executable programs. Try renaming your jpskmail.bat file in
jpskm.bat
