[pskmail] Server update script and new server 0.8

I have fixed a few bugs in the handling of APRS messages and also in the
install script,
which did not backup the pskdownload and localmail directories at the time of
update.
There was also a problem with the GATING messages which has been solved in 0.8.
The new version is pskmail_server-0.8.tar.gz.
Updating a server has never been easier:
* download http://hermes.esrac.ele.tue.nl/pskmail/update_server.pl
* run it in your home directory ('./update_server.pl')
* restart the server ('pskmail_server')
This update script checks the download site for a new version,
downloads and installs it. The script will ask for a (root) password during
the install. A full update takes 10 seconds now...
If there is no new version available the script will tell you and do nothing :)
Pse try this update, it has been tested on PI4TUE, DA5UWG and DK4XI-8.
