[pskmail] Server beacon format

Working on the server (repairing PI4TUE antennas) I took a look in the filter 
output:

Must  probably be: @111202z2944.50NP09805.80W&
--Padding of  zeros up front..., latitude and longitude have different length--

This one is o.k.

Hmmm... will have to teach the server to do the formatting, seems to be 
difficult :)
