I would use postfix and procmail to put outgoing messages on hold
pending review. A very crude method could be to tell postfix to send
messages from the pskmail server to your email instead of the intended
address. Postfix is capable of so many things that this should not be a
big issue. What email server are you going to use? You could have a
local postfix on the pskmail server and handle outhoing email there.

Yes, I received the code from Charles. He had built a STANAG 4285 for
the ax25 stuff in linux. It would interface to an ax25 device and extend
ip that way. I have removed the ax25 stuff from the code and I have it
running without it. At the moment I have a simple named pipe into it so
I intend to change to the current pskmail<->fldigi IPC. I will start
bench testing it and work on it for a while, its fun code :-)

Regarding illegal or not I cant say. STANAG 4285 is a robust mode
capable of speeds ranging between 75 and 2400 bps. There is 3600 as well
but I don't consider that robust. Its a single tone mode and its
bandwidth is 3000 Hz. I intend to lower that bandwidth and make it fit
within say 2200 Hz (it will be slower then). I don't know if you guys
are familiar with this stanag but it is a really good mode. Just adding
the interleaver makes fading easier to handle, fec, multipath capability
and I cant name all the things in there already. PSK31-250 is like a toy
for children in comparison. But, it does come with a price tag:
bandwidth. 
I wonder how Pactor can be legal, pactor 3 is capable of 3600 bps is it
not ? Pactor 2 can do 800 bps (if my memory serves me right)?
Well, then you can set the same speeds here and relax :-)
