[pskmail] SVN update

I have updated the SVN with new files for server (manual speed control)
and client ('shortened connect' service).

It is now possible to change manually between PSK63 and PSK125 while
connected. When the connect sequence is too long to get a connect going
it is now possible to use a shortened connect routine if the server
supports it, using 3-byte indexes instead of calls:ports. Index
generation is automatic. The client needs a file "calls.txt" with the
sever calls that support this and your own call.

I hope to see this soon on the SM0RWO server for testing, until now it
works only with PI4TUE.
