The subversion server is up and running. It was offline for a day only after my ISP had issues with the fiber. But I don't think you are looking in the right place. I got an email from Calum that was also looking for the subversion server and from that I believe there is a link somewhere to the old websvn front end for the server that I took down many years ago. The websvn itself worked fine but as that project seems to have ended in 2011 (?) I took it down in 2015 or so as I was no longer sure it was safe to run.
Some site must have very old information on it.
The server we have can be reached by using a subversion client, netbeans is fine but also rapidsvn is one I use. The url is svn://crusefalk.se/jpskmail
That url will not work in a browser.
