[pskmail] PI4TUE testing new posit function

For the users of PI4TUE:

I have implemented a new function to make posit more effective... I have 
noticed that 90% of the
posits are stationary, so they contain no new information.
The server now memorizes your last posit message, and you can repeat it by 
sending 
an APRS message with && as content. 

In unproto mode, write && and push ENTER...
You will get the normal QSL from the server and it will send the full posit 
message to the
backbone... 

This is for testing. 

(yes, I also implemented this function in the client, but that is for later...).
Make sure the server has at least one valid posit. The server looses this 
information when I restart 
it (which I do often to try new software :) 
If it works I will make the memory persistent.
