Yes, pactor uses several carriers. But, I still think its strange that
they permit it. For instance speed level 6 uses 18 tones with a physical
data rate over the air of 3600 bps (net data rate 2722 bps).

"(f) The following standards and limitations apply to transmissions on
the frequencies specified in §97.305(c) of this Part."
"The symbol rate must not exceed 300 bauds, or for frequency-shift
keying, the frequency shift between mark and space must not exceed 1
kHz."

The over all symbol rate of the transmission is 3600 bauds, if you
divide and just look at one part of the transmission then just that part
is fine. But, the rule didnt talk about only a part of the transmission.
The limitation applys to the whole transmission...strange regulation.

Anyway, lets not dive to deep here. Lets hope your regulation changes
soon.
