[pskmail] New pskmail server release 0.9.25

A new server release is available which supports all features of 
the new jpskmail-0.3.9 client. Main changes are in the area of 
RSID switching. The new server automates RSID switching which is 
necessary for performing automatic speed changes depending on 
band conditions, which is being prepared...

The following rules are applied:
* The server is listening in multimode, requiring rxID to be ON as long as it 
is waiting for a connect
* As soon as a connect is established rxID is switched OFF, so the mode is 
preserved even 
when a txID is received from another station.
* Poll packets are sent with txID ON, so the client is switched back to the 
server mode in case 
it has changed modes haphazardly.
* Speed change requests are sent with txID ON, to switch the client to a new 
mode.
* txID is OFF in all other cases.

For the new client 0.3.9 to work properly this server version, 
pskmail_server-0.9.25 is required.
