[pskmail] New client release solves protocol bug

Client jpskmail-0.3.9 is now available. You can download installers for windows 
and Linux from:

Main changes are:
* Some serious protocol bug fixes
* Automatic RSID switching

The client automatically changes RSID status, the rules are:
* Switch rxID ON during a connected session. This enables the server to change 
the 
client's mode depending on band conditions (in preparation).
* Switch rxID OFF outside of a connected session (APRS).
* Switch txID ON before a connect request. This enables the client to call a 
server 
in any appropriate mode the operator chooses.
* Switch txID OFF as soon as the session has been established

RSID switching works with fldigi >= 3.13AZ, which is available in the alpha 
directory 
at http://hermes.esrac.ele.tue.nl/pskmail/
