[pskmail] APRS Igate function in pskmail client

At the moment in test is a working APRS Igate function for the client.

When using the client at home it can relay received PSKmail aprs beacons to 
the APRS-IS backbone, which can enhance the receive situation for 
QRP beacon stations.

See attached pic....

The client in being tested, and will appear in the alpha directory after first 
tests...
