[prssr-devel-ml] Installation/Uninstallation improvements

According to reports regarding the intallation/uinstallation process, I
have made the following improvements:

If you are installing a fresh new copy of pRSSreader:
- you will be asked if the Today plugin should be activated.
- if the old config is found, it will be used

If you are uninstalling:
- you can choose uninstallation steps to perform:
  1) clear the cached content
  2) clear the configuration

When upgrading:
- the current OPML file was replaced by the default installation one.
This should not happened anymore.
- there is no need to deactivate the today plugin manually (the setup
will do it for you), after the upgrade, the plugin will be restored to
its previous state. If you are running the today plugin in PocketBreeze,
you have to disable and reenable the plugin manually.
- the background service is stopped and started again after the upgrade
(no error messages like 'files in use')

All these features will be available for testing in beta3.
