Well, my take on it is this:Joe wrote the exhaustive list of Special Items you can take from Book 12 into the GM series. Then, for gameplay reasons, he trimmed that list for Books 14-16, killed two items permanently in Book 16, and re-added the two items missing from the lists of 14-16.
The problem is the arbitrary limit of 12 Special Items, since Joe needed to ensure a certain number of slots free in each book for potential items that he wanted the player to carry. (Making such items 0-space like the Ragadorn Coach Ticket would have probably been better in such instances, but still...)
Although the Korlinium Scabbard has no effect in Books 13-16, it is used in Book 17; in fact, if you don't have one, you are given one in Books 17 and 20. So things would get very confusing if we remove that item from the list of Special Items permissible in Books 17+!
But if it is a contentious issue, we should address it now alongside the other GM rules issues, sure.
