At work we have a 4 tier system for rating the severity of what's
going on, we should adopt  something similar.

S1 - Critical issue affecting multiple instances ( .exe broken,
unplayable game, etc)
S2 - Non-critical issue affecting multiple instances (needing art for an area)
S3 - Critical issue affecting a single instance (kent's shader problem)
S4 - Non-critical issue affecting a single instance (final art for
minigame hack)
