Instead of having a hard RT for characters and monsters, implement a hard RT for moves/attacks. A characters speed will determine how fast they recover from the move. Examples. Character speed: 5 Standard attack: 20; recover after 4 seconds Special attack: 30; recover after 6 seconds Evade/defend: 15; recover after 3 seconds (slightly increased defense during that period) Flee attempt: 25; recover after 5 seconds Of course, there could be a different RT for just about every move and ability based on how fast/powerful an attack/maneuver should really be.
