xcode and voiceover: using the interface builder to design gui

Hello all,
I was trying to work with the interface builder to design my GUI for a program
I want to write with xcode, and started having a couple of problems.
First I can go to tools and library to see a list of gui controls, when I drag
a control from the list and try to drop it on the window it doesn't actually
move it, is there another way to move the controls around?
