Yes it's a header and its one of the default ones Microsoft makes. You can do without but you need to know what all to remove and what to add. I saw them when I was looking at C++. It holds source code. That's about all I remember as I just played with it to see what files it created myself. If you create a project using visual studio you will find the file in your source directory.
