I'm not sure if just including the gnuwin folder will be sufficient. The
libtiff download page suggests people make use of the installer instead of
the zip downloads.
In any case, if you could test this the way I got it working on my box,
it'll help by not introducing other unknowns and I can try to include all
dlls as a next step.
