I believe if there was a port issue mysql would catch it.
If it's being used or blocked, anyway.
Whether or not it's being blocked wouldn't matter--it should be accessible via 
localhost which just points to loopback.
He'd get a firewall notice before he'd get it just crashing on him.

  this is the reason I signaled a port problem.
  It can be blocked or it can be in use from another application.
  Whence the server can not start.

    I think something is causing it to terminate though, I'm not sure what that

        um... the port wouldn't matter, it wouldn't crash just because your 
firewall is blocking it from making outbound connections.
        I assume tcp/ip is working, as he's sending us email.

          verify the port of the connection for mysql.
          By default it is 3306. If you changed it be sure that that port is 
not blocked.
          Be sure also that tcpip protocol stack is correctly configured and 
installed.

            there is no error number after hitting execute on the last page of 
the configuration wizard, all it says is mysql has encountered an error and 
needs to close.

            at command prompt:
            C:\>mysql -u root mysql
