borland c++ language compiler

Where can I find the borland c++ compiler, and does it also work from the dos
box command prompt like minGW does? Also, is windows xp or higher required for
the borland command line compiler?It turns out, what I want to do with C++ for
symbian is supported by borland, according to the documentation, and I can't
find any info on the net about getting minGW to compile for symbian.
