On Windows, I think IE works best with JAWS or Window-Eyes, whereas Firefox works best with NVDA. On Linux, the choice would be Firefox with Orca. Not sure about other combinations.
For web page testing on Windows, one (of several) free options to consider is TestPage, located at
http://EmpowermentZone.com/tpgsetup.exe or .zipNote that it is only able to test public pages, however. Due to technical limitations, it cannot test a page on a local host, or a page where you have to log into a web site to get to the page of interest.
