You are going in the wrong direction.
Latex is a text oriented language (read about it on the net please)
Is a language in which you specify how your document want to look.
Yes, miketc have an linux distribution, and different editors can be used with it, because it acts like an compiller for latex.
From latex a plenty of formats can be generated including dvi, pdf, ps.
Why do you need the source form, if the programs are mature, you can do with them every thing you want, and they are free.
But  for your pleasure, yes, miktec is in source form too.
But I don't understand why do you need it.
I think that there is out there a mathml generator from latex, but I don't like mathml.
Also there is an ocr program, named
infty reader
which takes a tif photo and make ocr on it and can generate plenty formats amoung them mathml, html, latex, hrtex.
