Katherine, the reason Microsoft doesn't write any of the native libraries in C# is because they need it to be exposed to other languages, and other types of software. For the most part, you will see that they don't even use C++ -- they use C. They do this so that other applications can call the C functions. If they had written it in C#, it would not have been able to be called from C or C++ (without invoking the .NET framework). Takes the Windows API (just the Window management API) for example. If they had implemented the "CreateWindow" function in C# instead of C, then no other native application on Windows would have been able to call the "CreateWindow" function.
When they say that C# is capable of lower leveled stuff, they mean that it has the potential to work with lower-leveled code. Microsoft did a proof-of-concept a while back and wrote an educational kernel using purely .NET. The problem with writing device drivers in C# is that it is simply not practical.
There is no "requirement" that you have to use one specific language to write anything. It is merely a matter of common sense. C# is great for applications development. C# is not so great for low-level applications because of its memory management. Yes, you can have unsafe code and use pointers, but it is a hassle to work around the Marshelling services just to say, allocate a chunk of native memory.
