Good morning Jim,I would recommend trying a virtual machine platform like VMWare or VirtualBox. I'm not sure how accessible either of these applications are at the time, but I do know that VirtualBox has a command line interface that allows you to create, modify, start and stop virtual machines.
Using VirtualBox and a linux distro with an accessible install you should be able to install and work with Linux without sighted assistance. You might also look into Vinux, a linux distro designed for the blind and based off of Debian, and / or Ubuntu.

Cygwin is what you want. It is virtually a full-fledged Linux. My computer is Vista also and Cygwin runs fine. Jaws does nicely with it.
