I'd like to get to the bottom of this.  Try running PDF2OCR from the
directory containing the executable, if you have not done so already.
If that does not work, try a path statement like the following:
set path=C:\PDF2OCR;C:\PDF2OCR\gsdata;%path%
Basically, the PDF2OCR and the gsdata subfolder need to be on the
Windows search path.  The batch file, pdf2ocr.bat, tries to do this for
the subfolder so you only need to worry about the parent folder, but
that technique does not appear to be working on your system.
