I highly recommend Chetan Bakhru for web development.  He is the web
master of

knows PHP and the Drupal content management system well, knows the Dream
Host web hosting provider well, is inexpensive, reliable, and
professional.  I have given him design specs and he has built

but he can do development as well.

My suggestion would be to start small and use the Drupal system on Dream
Host.  You can get up and running quickly with a working design that
keeps improving with new ideas and customer feedback.  When the business
is profitable, you can migrate to a dedicated server.
