1. I do not know how it works with a Braille display.
2. There might be multiple reasons as to why you cannot access the menu:
a) Are you using JAWS 10 or later version?
b) Are you actually in a document or in a list of documents?
What I mean by this is, if you log-in to "docs.google.com", then you
are taken to a list of documents that you have created/shared with
others etc. If you are in this list, then, escape key will not take
you to the menu. You actually need to have a document open to use the
instructions in the help menu.
