The Windows 7 magnifier can do full screen magnification, but only if you are using the Aero colour scheme. If you are using a high contrast scheme such as "high contrast black" you will only be able to get a "lens mode" magnification. Note also that Windows 7 Magnifier does not provide a screen inversion feature.

AISquared also has a slimmed-down version of ZoomText called ZoomText Express which can be purchased from their web site for $50 US. It has screen inversion, up to 2 times magnification, and mouse and insertion point enhancements. While it won't get 16x magnification, and is not free, it will substantially meet your other requirements.

I'm not aware of any free magnifiers that meet all of your requirements.
