If you also need a server because you want it running on localhost. You
like the idea of mysql, then look at wampserver.

Almost all the database programs work if you use accessible programs to
access them for example I am currently using C# to access a sql server
database, a mysql one, and finally now I am even going to use it to access
an mdb from Access. You can even use php to access mysql or postgresql and
their command line access is good as well. It all depends on what you want
to do.
