HI, John,

I can answer your question.  Yes, vs 2010 express does have command
line access to cl.exe and nmake.  You have to run a batch file from
the bin subdirectory of vs2010 in order to make the tools usable but,
it can be done.  I'll let someone else address the .dll question.
