A C# command-line compiler (as well as one for Visual Basic and JScript .NET) is part of the .NET Framework 2.0 Software Development Kit (SDK), which is freely available at

I think later versions of the Framework include these compilers in the installation of the Framework, itself, rather than as a separate install.

The Microsoft Visual Studio integrated development environment (IDE) includes other developer tools. Express Editions are freely available at
