Yes.  You just get the user to playthe sound file  by him triggering the play

  Hi Jim.  To answer your question, You can use

    Java Script or flash to do that for you.

     You could even incoorporate, for example, a pause, a play and a mute 
button, plus a volume control slider.  Try googling for "embedding media 
controls with java script and flash on a web page" as the search string.
