Yes, I think it's called x-lite. Jaws could read stuff, but it was little weird to use it. I tried a lot of them on the Wikipedia list already, but most of them weren't accessible.

Express Talk was pretty accessible, but it's not free.
I just downloaded and tried Phoner, and I must say it works pretty well.
