  Hi: What is Base.net? For standard .net projects in VS or express modules you 
have to add the dll to the referenced objects. I do it under the Project menu 
in vb.net. Under that menu is a item called something like  Add Reference. I 
click it and tab to the browse button. Then I navigate to the dll in question 
and tab and hit enter. That adds a reference to the dll in the project. If this 
has nothing to do with what you are doing sorry, never heard of Base.net and 
couldn't find a quick article googling so posted the closest thing I remembered 
that might apply.

      The DLL not found exception just means that the dll was not found. put 
the dll it wants in the bin directory and try again.
