Brent, Yes indeed you will be able to do everything you need to inside jdeveloper to be a dba. I will put up a separate set of demos/instructions for JDeveloper over the next few weeks as well. I downloaded Oracle SQLDeveloper 2.1 early adopter version from: http://www.oracle.com/technology/products/database/sql_developer/index.html It was just released last month and has most, if not all, the accessibility fixes I have been pushing for over the last year or so. The download page on otn has 2 downloads for the windows version. One includes a jdk the other does not.
