Microsoft Word has the means to save a document as HTML, it ain't pretty but it 
works. MS Frontpage is similar and was accessible. Both introduce way to much 
code for my liking.

Hello:
My advisor told me that I need to put up a website for general information 
about myself and to use for summer employment internships next year.  I do not 
have time to learn HTML this semester, because it looks like my course load and 
work schedule are going to be pretty prohibitive.  Does anyone on the list have 
any suggestions as to which web authoring program is the most accessible with 
screen reading programs?  I have access to JFW, Window-eyes, HAL, and NVDA.
