[procps] Translations for man pages

Hi,

nice to see that we now can translate the UI of the procps tools. But
additionally, man pages should also be translated. See the attached
tarball which contains two scripts and an initial German translation.
Just put the scripts in the top level directory of procps, and install
the po4a package, if not yet available.

The script create-man-pot.sh generates the pot file which has to be sent
to the TP coordinators. The other script pulls the po files from TP
(once the appropriate module has been established) and translates all
the man pages. For testing purposes, you might use my de.po, which
should generate 10 out of 18 man pages for the time being.

Note, there are some problems with ps.1 and top.1. The translatable
strings for ps.1 will be created, but po4a-updatepo splits the
paragraphs into a lot of little chunks with a forced line break at their
ends. That's why it becomes almost unreadable. With top.1 po4a-updatepo
fails completely. I try to figure out what the problems are and create a
patch.
