[procps] Man pages

Hi all,
I am collecting and reviewing manual pages changes especially from Debian.
I have reviewed all man pages patches except ps a top ones.
Current patches for manpages are at
http://jgorig.fedorapeople.org/procps/patches/man/
Base is always taken from Debian and I have added some small corrections.
It is sure that there are more problems and mistakes but my primary goal
is to merge and review all available patches.
If you don't have any comments I will commit this set as one big commit
next week. top and ps will follow.
