[pittsburghquake] Higher upstream !

I thought you would all be interested to know that AT&T seems to have increased
my upstream rate to 256kbps. I have no idea when this took place and all their
website says is that the change was to take place between May and September.
Now that I am back from vacation, we'll have to test it out a little!
