[pisa-src] pre-commit checks for DOS linebreaks

In case you have been wondering why I just made a handful of nonsense
commits: they were to a test copy of our repository, I just forgot to
turn off email notification.
I turned on pre-commit hooks in our Subversion repository. They will
check the commit for DOS linebreaks and abort if it contains any. It
will also abort if the log message is empty.
