[phpa] phpa and freebsd

hello.
i know i must be doing something completely ignorant and i'm hoping someone
can point it out quickly in exchange for a good chuckle.
basically, i cannot get phpa to load when i launch httpd.
FreeBSD 4.6-RC FreeBSD 4.6-RC #1: Wed May 29 10:39:05 PDT 2002
Server Version: Apache/1.3.24 (Unix) mod_gzip/1.3.19.1a PHP/4.2.1
