[phpa] Possible short term list disruption

All,
Due to the success of FreeLists.org, the providers of the phpa list service,
they are soon moving to a bigger and better data centre, and all being well
they'll be moving the list service on Feb 23rd. They suggest an hour to
migrate the entire freelists service, although experience shows that these
things can take longer than one expects.
However with the way the change has been planned, it's possible that the
service may be unavailable for a day or so.
I pass on their appologies for any inconvenience.
