A 1 or 45 degree rotation fails for me the first time in a session - 
Subsequent times it works OK.  A fixed 90/180 rotation works without a 
problem too.

My JPEG images are usually either 2560x1920 or 3264x2448 pixels.

I have 'Set PhotoDesk$DynamicAreaSize 0' in my !Photodesk.!Run file to 
enable use of application memory instead of dynamic areas.
