Just to be clear, Phorm is looking for this file in the directory that it 
itself is installed in. That's where you have it, correct? 

If so, post your config file and I'll have a look at it. Also, if possible, 
turn on track_errors in your PHP configuration or ask your sysadmin to - this 
will cause Phorm to report the exact error PHP is having in trying open the 
file.
