Take a look at the "File Locations" section of the documentation. If you don't specify any location, Phorm will look for files in its own directory. Using PHORM_NAME and the phormbase file, you can specify a directory for a given form. Phorm will look for the config file and all template, rule and log files there. If there is a subdirectory under that one, named "templates" then Phorm will look for templates, rules and logs in that directory.
