Take a look at the "File Locations" section of the documentation. If you don't
specify any location, Phorm will look for files in its own directory. Using
PHORM_NAME and the phormbase file, you can specify a directory for a given
form. Phorm will look for the config file and all template, rule and log files
there. If there is a subdirectory under that one, named "templates" then Phorm
will look for templates, rules and logs in that directory.
If you set debug flag 2, Phorm will tell you exactly where it's looking for
files ("./" means the Phorm directory).
