Trying going into Internet Services Manager ( Start > Programs > 
Administrative Tools )...Expand your machine name and then the site where the 
folder is located. Right click the folder it is trying to write to, and make 
sure the "write" permissions checkbox is selected. 

If that doesn't work, I would just setup Phorm manually. It is really not that 
hard. I've been using it for quite awhile now on both IIS and Apache servers, 
and I've never had any probs with it.
