If you've already installed Phorm, just point Phormation to it.

This sounds very much like you are not running Phormation under your own user 
ID. I'm guessing that "99" is the user ID of your web server. What files have 
the "99" user name? The Phormation files or some others? Did you run the 
Phormation installer from the command line or from the browser?
