Thats because you haven't specified that the e-mail field is required. What
you have specified is that IF it is included that it must meet the e-mail
criteria for the level you specified (level 2 checking in your case). To make
it required you must ALSO specify a REQ condition.
REQ >> name >> 1

REQ >> PHORM_FROM >> 1
E-mail Required

EMAIL 2 >> PHORM_FROM >> 1
E-mail not valid
