Actually, the fact that the email tester doesn't work suggests that it is your 
PHP configuration. The tester is a very simple script, it just sends an email. 
There's nothing in it that could break or be mis-configured. 

Check your PHP config and make sure you have SMTP and sendmail_from (for 
Windows) or sendmail_path (for *nix) properly set.
